An editable spline is a editable 2d shapes in 3ds Max ahich allows to create custom 2d shapes in 3d. Also it provide you various tools to do so like, Welding, Fusing, Chamfer, Attach, Detach which allow you to modify the shape you want. Further you can apply a extrude a modifier to it to convert your 2d shape to 3d.

Editable spine is destructive way of editing 2d objects which is called shapes in 3ds max.
If you are learning 3ds max then, I recommend you to use edit spine modifier, that's is because in edit spine modifier you can practice and experiment your learning and if you don't like you can remove modifier and get the original shape back.
I am not going to tell you what all thing that it can do because it takes 3+hrs for teaching and 10+hrs for practicing.
