Depending upon your background and the context for which you want to improve your speaking skills, you might need to start with a good grounding in grammar (not as scary as it sounds and appears), which is nothing but the machanics of the language (an accurate understanding of how the language works). After understanding how the particular language works, you have to get practice in it. It might seem you are making very less progress this way, but believe me, this is the most efficient and accurate way of learning a language and improving your speaking skills in that language...
