Learning a language does not have a fixed timeline, you cannot specify the time period in which a person can learn a language. It totally depends on the level of time and dedication you are willing to give to the language. Talking about A1 level, if you take a 2-hour teaching course per day and efficiently revise your learning, you can learn A1 in about 4 months. Talking to a native person, understanding their accent, practicing hearing exercises will further improve your understanding of German Language. You can become fluent in the German Language by learning up to B1 Level, which can take you around a year with regular revision and practice.

According to my opinion, you can learn German via an App only to a limited extent, or maybe just to learn key German words or sentences. If you really are interested in learning German, the best option for you is to try a good Tutor, who can make you understand all the if's and but's of the Language.
