If you're very serious and passionate about it and you give a reasonable amount of time to it, it will take you somewhere around 4 to 6 months to be able to play quite a few things amazingly. The more you learn, the more you practice, the better you will get in it. But there are a few factors that you should consider.

Firstly the person who is teaching you, how well he communicates, how well he designs the lessons and how experienced he is.

The second thing is your connection with your teacher. It is as essential as any other thing I've mentioned before.

Fees are a very subjective thing, and it varies drastically. The only suggestion I'd give is rather than taking money so seriously give priority to that person's knowledge and experience. And the most important thing is how passionate are you to learn that thing, how much time and dedication you can give to this learning process.

I'd suggest you go for Casio as it is cheaper than Yamaha and serves the purpose. You can get Casio 3500 or 3200 or maybe any other model in a pocket-friendly budget.
