I have very poor English & communication skills what is the minimum time to improve my skill to very poor to average?

There is no such minimum time thing, It varies from person to person and what is the grasping power of that person, U can learn it in a month or may be 3 months or 6 months, depends on you. But Ideally 3 months is more than enough.

Just go with what you want to do..There is so much scope in every language like C,CPP, Java, Php,etc. So don't stick to one language only..And most important thing just work on your algorithms and logic break..Develope your abilities to crack logic of any programme.
