Dear Akshay,
People get angry in following cases:
1. Things are not happening as they want
2. They perceive a potential loss or danger to something very precious to them.
3. When people's ego is hurt.
4. When people are not at peace with their current circumstances.
So no amount of explaining will solve the problem. Unless your sister realizes how much harm this anger is doing to her & people she love and unless she learns how to keep her mind calm and peaceful, it will be difficult for her to control her anger.
Let her learn meditation or let her get mentored by some peson who can understand her, develop a rapport with her and knows how to get her understand herself and guide her to be at peace with life and circumstances. If you want, i can have a talk with her online and decide the best course of action.

First of all if it is your own company then talk to HR and find out whether there is vacancy in development and what are the qualification and requirements to work in development.
Second talk to people in development to find out whether you are a good fit to work in that department.
Third talk to your Boss about the possibility to working in develpment provided he is open minded and wants you to progress.
If you dont get any opportunity in your own organisation, apply in other organisations.
Although you can do many other things, but hope above will help.
