How can I write a program in two languages, like Perl and C?

If you know the syntax of both C and perl, then start writing programs. because the difference lies in the syntax.

How did you learn Java as a C / C++ programmer?

if you are able to write programs using c or c++ it is easy to learn java,because you are already familiar with programming fundamentals via C,and also familiar with OOP concepts via C++. you can opt for any short term course for learning java.

How can I sort a two-dimensional array based on the values in one column?

If you want to perform sorting only based on first characters of strings, then simply write code like sorting one dimensional array. but while exchanging elements you should exchange the entire row of elements. the code would be simple if you apply pointers concept in it.

Do we need to assign the length of characters to define a string?

Describing length of the string during declaration plus initialization statement is optional one. eg, char s ="hai"; or char s ="hai";

How can I sort a two-dimensional array based on the values in one column?

if you want to sort it only based on first column, simply it's like sorting one dimensional array. only the difference is while exchanging the elements entire row must be considered as an element.
