If it is about communication skills, then you need to make sound command over that particular language that you want to be fluent in. To do so, You need to practise hard. Read newspaper, magazines, language resources to enrich your vocabulary knowledge. Do mirror speaking to be a confident speaker and to improve your gestures, body language, eye contact etc. Take voice notes to be more fluent and to improve pronunciation and accent.
