My question is - why would you like to buy a DSLR? How often would you be using your DSLR?

In the budget mentioned you will get from the Canon 1300D to the Nikon D5300 with their respective kit lenses. Brandwise in todays world each one is equally good with their pros and cons. In this the best value would be Nikon D5300 but will depend on the type of shooting one wishes to do in the end. In my workshops I get to see many of the camera models and I personally prefer the Canon because it has easier navigation in menu and I can preview the image specs immediately after the shot.
