Hi Sir,
Children are visual learners, and they love to watch and learn. In my own experience as an English teacher and a mother of a four-year-old, I make sure of the contents of the TV cartoons I select to let him watch.
Many cartoon channels can help them improve their English fluency provided we choose the content as there are lots of channels with various languages. One of the best cartoon channels is NICKJR (change the language mode to English): Peppa Pig, Paw Patrol, and Thomas and Friends are actual language trainer. My son's English accents are being polished a lot since I make him watch these shows.
Besides teaching him at home, I engaged him by getting the sets of toys like Thomas&Friends train sets and Peppa Pig's family or Paw Patrol and would ask him to introduce the characters like the way he had seen them speak on TV. Children are copy-cats, and they love to lead the roles, and it is also essential to be involved in their learning process as parents.
When he is learning the language, make the home environment an English speaking environment because learning alone does not help as much as conversing.
Lastly, READING storybooks is a builder in their foundational years of learning. Away from digital contents like kindle, buy him short story books and let him read to himself and you all.
Praise and reward him for the efforts in storytelling, and eventually, he would hone his speaking skills.
