My English is very weak. How to improve it?

Daily read newspapers and try to improve your vocabulary. You can speak to your colleagues or your family members. If they don't allow you, you can call any customer care and try to talk, even if you speak wrongly, it won't matter, and they won't judge you, but this makes your practice better.

I teach a student of class 9 CBSE board 4 subjects like History, Geography, Civics and Economics, 2 days a week for 1.5 to 2 hours. How much should I charge?

As per your experience you can charge. If you are a fresher you can charge 500 per hour and if experienced 800 per hour would be sufficient.
