As a non-native speaker of English, I find very difficult to understand and speak English when I joined college. By following these steps everyday I am able to speak and understand English fluently within six months. (1)Improving Vocabs, There are actually only Rs. 2000 to 3000 words we are using everyday while speaking, these are called Vocabularies. How to improve your vocabulary? Download a TV-series with subtitles, open subtitles and read it, take down the words you don't understand and find the meaning of those words, refer English to English Dictionary, if it is an object or place or having a form do Google image search and see it, once you mastered the vocabs, watch the episode with subtitle. Make it as your daily habit. (2) Speak out - Don't mind the grammar, My English used to say "Great Poet's don't follow the rules of Grammar", If you feel like you are speaking grammatically wrong, don't feel bad you are using Poetic English. The point to make someone understand what you are trying to say, its not about the grammar always. Read Teen Novels, Children Story books. Start reading a Novel like Harry potter, once you finished the book watch the movie. I am sure you can also be fluent in English within 6 months or less.

Reading Newspaper and picking up difficult words and learn their meanings and for spoken English you can watch a good English Comedy show/movie with subtitles (initially, subtitles will help u learn the spoken part and later you will catch the pace). Good ones are Friends, My dad says etc.

1) Newspaper 2) English TV news 3) Make habit to speak English 15-30 mins daily in front of mirror 4) Try to understand sentence formation (but if your speaking is not good avoid this step as of now)
