WHAT ARE THE EFFECTIVE METHODS TO IMPROVE ENGLISH FLUENCY (SPEAKING AND WRITING)

Try to read as many english passages as possible from magazines,novels,news papers and equally hear as many as possible from CNN,english news channels.This would probably improve your english.

How do you practise listening comprehension in English?

Try reading novels in English.Listen to English News on Television channels like CNN,Times Now etc.Underline new words in english news papers and find out the meanings of them from dictionary.Frame your own sentences using those words..These will certainly improve your comprehension skills.

how much time does it take to have some proficiency in spoken English..?

It depends on what purpose you choose.If you want to learn for speaking english fluently then the topic and contents may differ.For that it takes minimum two months to learn.Beyond that it depends on the learner.Some may put more efforts and time to complete or master the language quickly.
