Can anyone trade in Stock Market? Any pre-requirements?

Person or organisation is able to satisfy Indian govt rules , they can trade, for complete rules n regulation check bse/nse/rbi/sebi . Not all can trade even if you r indian or nri.

I am currently working I the HR department. Will taking up a course in Risk Management will help me?

In today's world , I don't think HR people can manage risk :), In my 10 years Job exp, not able to see a single HR who was able to manage Risk. better you should learn human behavior so that you can manage conflict between worker and mgmt. Just for example just by giving 30 mins interview a person gets 20-80% hike , but same person not able to get 10% hike in same company by working so many years.and best part is that HR people keeps eyes closed )))).

What is the least amount that I can invest in stocks?

theoretically speaking you can start by investing one paisa +brokerage+govt/exchange tax. Practically you should start with 10000 approx at least.

Are there any free online training course on stock market trading?

There is no such free training, but if you google you can get better idea and few theoretical knowledge. Try to get list of course content from an institute and then search it on net . or buy few books from market . best is to join any school or institute for more theoretical classes , practical comes... ...more

Is there is fees/commission for trading stocks?

If you go with broker you have to pay brokerage , govt & exchange tax , if you have your own license then you have to pay license fee , govt & exchange tax.
