Yes, you can appear. Better you go for M.Tech and then PhD in Maths/CS from a premier institute(IITs and IISc). That will make your future super bright. Go through the eligibility criteria from official IIT website who are conducting.

Well, a great question Ajay. I will cite examples and clarify this. You know "Petr Mitrichev"? If you don't, google it. He is one of the best competitive programmer in the world. You might have seen most of the competitive programmers prefer C++ as the language, because of the time constraints. But still most of the people con't know that java can used with fast I/O and the performance is almost similar. So you can easily choose java as the preferred language. Now, how to start. Just take up questions from spoj.com or codechef.com in the order of no of people solving them and just keep solving them using your preferred language. Whenever there is a problem, just read the algorithm associated with that problems from the editorials and try to code them up.
