Firstly SAS and R are not programming languages, they are analytical tools. And for data analytics in economics SAS is the best tool.

Which is better, SAS or Selenium?

Selenium is a portable software testing framework for web applications whereas SAS is an analytical tool which is a combination of ETL( Extraction Transformation Loading), Reporting Tool and Forecasting Tool. So, SAS is a better tool if you are planning to go in the analytical field.
