Can someone who is certified in CCNA R&S only by passing an exam get a job as an IT network engineer or any decent designation in IT (networking field)?

Yes, If you are graduated and have CCNA then you will get a good job as Network operations/Analyst/Support/Admin/Engineer. To get CCNA certification you will have to do loads of preparation (Theory and Labs). I would say hard work will definitely pay off.

For an ECE student, if he chooses a field in network engineering by doing a CCNA course, is there a career in this field?

Yes, there are many opportunities in IT Networking. As ECE student you'd definitely have benefited as some of your communication subjects will help you to understand network/CCNA fundamentals much better. And if you have done CCNA along side ECE B.Tech degree, you will definitely get a good job.

How can I get a good job with the CCNA training only? Or do I need to go for the Red Hat course as well?

Anish Definitely, you will get a good job if you do CCNA course and RedHat/Linux is an entirely different line (No need). If you want to make networking as a career, it's very good time to start with CCNA. I would say go for CCNA certification.
