How can I design a website?

Let First you should decide, what kind of website is required either Static or Dynamic. Photoshop is sufficient to design the template. HTML4/5 CSS 2/3 addtionally jQuery is sufficient. For startup better to have Dreamweaver.. if you want more details contact me.

What is the core difference between difference between xhtml and html?

xhtml - Allows only Deprecated tags but HTML allows both deprecated and non-deprecated tags.. deprecated means tags which are not support moder browser and there is no proper closing tags.
